BOOK 99 PAGE 383 <br />Chief of Environmental Planning Roland DeBlois explained that <br />staff is proposing the Board approve the purchase of the property <br />by the County on its own, with application after the fact for 50% <br />funding by FCT. <br />Commissioner Eggert asked that any motion contain an approval <br />for the Chairman to sign any necessary documentation. <br />Commissioner Macht suggested that the motion also contain a <br />request for designation of this property as further mitigation with <br />Fish & Wildlife. <br />Mr. DeBlois commented that staff has been talking with Fish & <br />Wildlife and had been given some good indications that they would <br />seriously consider using this and other purchases as mitigation. <br />Commissioner Bird felt this piece epitomizes what the County <br />should be buying. There is a great opportunity here for park and <br />recreation usage and for man and critters to co -mingle on this <br />site. <br />The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter. <br />Fred Mensing of Sebastian stated that he is fully in agreement <br />on the purchase of this piece of property and commented that he had <br />been involved in some prior litigation over this property. Mr. <br />Mensing showed an overhead and indicated there were a few survey <br />problems on the property. He advised that the owners of Lots 4 and <br />5 have indicated they would vacate their property if the County <br />acquired this property. He would like to see the County acquire <br />this property and clean up the trash which has accumulated. <br />Dan Evans, real estate broker, advised he has been authorized <br />by First Union to applaud County staff who worked with First Union <br />and went out of their way to cooperate. He felt this type of <br />partnership between private business and government is very <br />appropriate and applauded staff's handling of the matter on behalf <br />of himself and First Union. <br />Bob Massarelli, City Manager of Sebastian, wanted to bring up <br />two issues relative to this property: (1) the Gibson Street <br />extension and (2) a clear zone for the airport runway expansion. <br />He felt these concerns have been dealt with and wanted the Board to <br />know that the City of Sebastian also supports using the property as <br />mitigation for the Sebastian Highlands lots. <br />Jim Granse of 36 Pine Harbor Lane felt this piece of property <br />has everything environmentalists should be proud of -a-d <br />OCTOBER S, 1996 54 <br />
