Keatirfc9f, AIC <br />Community Development rector <br />FROM: Sasan Rohani, AICP sj <br />Chief, Long -Range Planning <br />DATE: September 30, 1996 <br />RE: REQUEST TO SCHEDULE BOARD WORKSHOPS FOR REVIEW OF THE <br />PROPOSED COMPREHENSIVE PLAN EVALUATION AND APPRAISAL <br />REPORT <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of October S, 1996. <br />BACKQROt=: <br />All local governments in Florida are required to develop a <br />Comprehensive Plan and to periodically review and assess that plan <br />through preparation of an Evaluation and Appraisal Report (EAR). <br />According to state rules, Indian River County must submit its <br />adopted EAR to the state by January 1, 1997. The Planning and <br />Zoning Commission (P&Z), as the county's designated local planning <br />agency, is charged with preparation of the evaluation and appraisal <br />report. <br />Although the adopted Evaluation and Appraisal Report is not due to <br />the state until January 1, 1997, state law requires that the Local <br />Planning Agency approve and submit the EAR to the state at least 90 <br />days prior to the county's January 1, 1997, EAR submittal date. <br />Accordingly, the local planning agency (the Planning and Zoning <br />Commission) approved the county's proposed EAR at a public hearing <br />held on September 12, 1996, and directed staff to submit a copy of <br />the proposed EAR to the State Department of Community Affairs by <br />October 1, 1996. <br />DESCRIPTION AND CONDITIONS: <br />Since November 1995, planning staff has worked with the Planning <br />and Zoning Commission and other local committees, as designated by <br />the evaluation and appraisal report public participation plan, to <br />prepare evaluation and appraisal reports for each of the 17 <br />elements and sub -elements of the county comprehensive plan. The <br />draft EARS were presented to the Board of County Commissioners at <br />the workshop meeting held on August 27, 1996. At that meeting, the <br />Board agreed to hold one or more EAR workshops before its formal <br />EAR adoption hearing. <br />The Board of County Commissioners' EAR public hearing is scheduled <br />for December 10, 1996. Prior to that time, staff recommends that <br />the Board schedule two workshops to consider the EAR and provide <br />direction to staff.
