<br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />~ availability of public information on water conservation techniques; and <br />~ advertisement of water restriction requirements and water conservation techniques in the local press during drought <br />conditions. <br />Policy 3.7: By 2012, the county will coordinate with the SJRWMD and the FDEP to delineate and establish scientifically- <br />based wellhead protection areas (WHPAs) for all public water supply wells. <br />Policy 3.8: By 2015, the county shall obtain an updated countywide geohydrological study with seismic profiles, or <br />comparable data. [Redundant to Groundwater Policy 2.6] <br />Objective 4: Through 20202045, the County will strive for no reduction in flood storage capacity or the other natural <br />functions and values of floodplains in Indian River County. <br />Objective 5: Through 2020, there will be no net loss of the natural functions and values of wetlands or deepwater <br />habitats in Indian River County, to the greatest extent possible. <br />Policy 5.2: Indian River County shall require the restoration and management of wetlands as mitigation for the limited <br />filling of degraded wetlands, provided that the following criteria, as defined in LDR Chapter 928, are met and FDEP and/or <br />SJRWMD regulations are met. <br />~ The benefits of the restoration and management of natural functions shall offset the losses of wetland functions <br />associated with the limited wetland filling; <br />~ A conservation easement shall be established to ensure protection; in addition, Indian River Mosquito Control <br />District (IRMCD) will be granted access easements to allow for mosquito inspection, treatment, and management; and <br />~ The restoration and management plan shall be consistent the Uniform Mitigation Assessment Method (UMAM) <br />utilized by FDEP and SJRWMD, and with U.S. Army Corps of Engineers regulations, as defined in Section 404 of the Clean <br />Water Act. <br />PAGE 100
