The County shall continue to implement programs and legislation that monitor <br />and ensure proper waste disposal activities. <br />Policy 11.2: To maintain compliance with Title III (Emergency Planning and Community Right-to-Know Act) of the federal <br />Superfund Amendments and Reauthorization Act (SARA), the cCounty Emergency Services Department will maintain an <br />update-to-date comprehensive inventory of the location, storage, manufacture, handling and/or transport of all hazardous <br />materials in Indian River County. Regulated industries/facilities are required to submit annual reports to the State of Florida <br />Emergency Response Commission and the local municipal fire department for hazardous and/or extremely hazardous <br />substances stored, used or manufactured on site. <br />Policy 11.4: Existing known hHazardous waste contaminated sites, identified on FDEP’s Contamination Locator Map, as <br />well as newly identified sites determined through assessments but not yet mapped by FDEP, shall be monitored and <br />remediated, when feasible. <br />Objective 12: By 2020, 80% of To the greatest extent possible, the cCounty's conservation lands shall be restored to <br />viable ecological condition and improved for compatible passive recreational public access. <br />Policy 12.2: By 2010, the county shall adopt an interagency management agreement on implementation of the <br />Sebastian Area-wide Florida Scrub-jay Habitat Conservation Plan. <br />Policy 12.3: By 2010, tThe cCounty shall enter into and maintain a written inter local interlocal agreement with the City <br />of Vero Beach regarding management of the Orange Islands Conservation Area. <br />Policy 12.4: For land tracts acquired through the Environmental Lands Program, the cCounty shall require a site-specific <br />management plan to be adopted within one year of acquisition. Such management plans shall be subject to the review and <br />recommendations of the County Conservation Lands Advisory Committee (CLAC). The County will, where feasible, <br />construct public access improvements within two years of management plan adoption. <br />Policy 12.5: The cCounty shall coordinate with federal, state, and local agencies, as well as nonprofit organizations, in <br />acquiring and managing natural areas and open space. solicit grants from regional, state and federal agencies to <br />supplement management funds for acquired lands.
