<br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Policy 2.5: By 2010 2045, the cCounty will establish Total Maximum Daily Loads (TMDLs) established by FDEP and EPA <br />for each drainage basin within the cCounty. <br />Policy 2.12: Indian River County shall support seek state and federal funding for implementation of the Indian River <br />Lagoon Comprehensive Everglades Restoration Plan. <br />NEW Policy: To ensure coordinated management of the Indian River Lagoon, the County shall continue active <br />participation with the Indian River Lagoon National Estuary Program (IRLNEP) by: <br /> Providing information to the IRLNEP on environmental issues related to land development; <br /> Participating in meetings of the IRLNEP. <br />The County will continue coordination with the SJRWMD on the SWIM plan and with other agencies that regulate the <br />Indian River Lagoon. The County will continue to coordinate with the SJRWMD on the SWIM plan by: <br /> Applying for SWIM funds for implementation of programs designed to improve surface water quality; <br /> Submitting regular reports to the SJRWMD on progress of the programs. <br />The County will continue to coordinate drainage related issues with the municipalities in the county and the 298 drainage <br />districts by implementing policies of the drainage sub-element. [Relocated policy from Intergovernmental <br />Coordination] <br />Objective 3: Through 20302040, there shall be no loss of estuarine wetlands, mangrove fringe, seagrass beds, or <br />reductions in water quality associated with the development or expansion of boat facilities or boat ramps in Indian River <br />County. <br />Policy 3.2: Boat Facility Siting Zones (1-9), as described in the Analysis section of the MPP, are hereby established. The <br />purpose of these Zones is to provide the public with guidance as to the potential for the siting of new boat facilities or for <br />the expansion, rearrangement, or conversion of an existing boat facility. The regulatory criteria to be applied to each zone <br />represent the baseline criteria that all proposed projects must meet. <br />In these Zones, specific criteria will be applied to each request for a new boat facility or the expansion, rearrangement, or <br />conversion of an existing boat facility. These criteria are as follows: <br />1. The siting of new boat facilities, or the expansion or slip conversion of existing boating facilities, shall be prohibited in <br />PAGE 115
