The Recreation and Open Space Element ensures that the County has a comprehensive system of <br />public recreation and open space that meets the needs of existing and projected users and that enhances the natural <br />resources of the community. A summary of the changes that are proposed for the Recreation and Open Space are as <br />follows. <br />◊ Establish new objective related to the in development Parks and Recreation Master Plan and relocate master plan <br />related policies throughout this Element under that objective. Since the Master Plan is underway as of 2024, <br />additional revisions may become necessary to this Element to ensure alignment between the two. The Indian River <br />County Parks and Recreation Master Plan will be incorporated into this Element by reference. <br />◊ Modernize language: “universally accessible” versus “handicap accessible.” <br />◊ Due to a lack of uniform standards for recreation levels of service (LOS), revisions to such LOS should be deemed <br />appropriate by County Staff based on local knowledge, community feedback, and comparisons to existing <br />conditions in similar communities. <br />◊ Consider adding a Proportionate Share option to recreational concurrency. <br />◊ Consider innovative improvement financing policies such as selling naming rights or concessions. <br />These recommended changes are important to better provide suitable recreation and cultural opportunities to the <br />community and preserve the County’s open space. <br />Florida Statute Reference: Chapter 163.3177(6)(e) <br />PAGE 126
