[Moved to Objective 2] <br />Policy 3.6: By 2012, tThe cCounty shall enter into a formal coordination agreement with adjacent counties and the <br />municipalities in Indian River County to identify joint planning areas (JPA) and to address, at a minimum, the following <br />areas: <br /> Improvement in communication between the county and various local, regional, and state agencies <br /> Identification of local and regional resources <br /> Identification of activities having extra-jurisdictional impact <br /> Identification of locally unwanted land uses <br /> Identification of expected impacts <br /> Notification of affected jurisdictions <br /> Development of measures to mitigate impacts <br /> Development of a process to resolve disputes <br />Objective 4: By 2020, the number of enclave areas in the county will be reduced by fifty percent (50%) compared to the <br />2008 number. The County will continue to reduce the number of enclaves within Indian River County. <br />Policy 4.1: The county shall continue to work with the municipalities within the county to develop and adopt an Interlocal <br />Service Boundary Agreement (ISBA). <br />Policy 4.3: By 2010, tThe cCounty shall identify and inventory parcels, owners, and existing uses of enclavesmaintain <br />active database of enclaves. <br />Policy 4.4: By 2011, tThe cCounty shall notify enclave landowners of annexation procedures and assist them in <br />requesting annexation in appropriate municipalities every two years. <br />Objective 5: Through the time horizon of the plan, consistent with the Public School Facilities Element, the cCounty, <br />municipalities, and the school board shall maintain a formal agreement for sharing information, for coordinating plans and <br />projects, for implementing school concurrency, for planning infrastructure improvements, for siting school facilities, and <br />for co-locating facilities. <br />Policy 5.2: Consistent with the Future Land Use Element, Wwithin its residential any applicable districts, the cCounty <br />PAGE 140
