Revise Recommended language: The county shall maintain a five-year schedule <br />of capital improvements needs for public facilities <br />Policy 5.2: <br />Proposed capital improvement projects shall be evaluated and ranked according to the following priority level <br />guidelines: <br />• Level One - whether the project is needed to protect public health and safety, to fulfill the county's legal commitment <br />to provide facilities and services, or to preserve or achieve full use of existing facilities. <br />• Level Two - whether the project increases efficiency of use of existing facilities, prevents or reduces future <br />improvement costs, provides service to developed areas lacking full service or promotes in-fill development. <br />• Level Three - whether the project represents a logical extension of facilities and services within a designated service <br />area <br />Remove Language can be addressed in other County documents/standards. <br /> <br />Policy 5.3: <br />In order to guarantee provision of more than the minimum level of service, the county shall take the following steps: <br />• begin planning and preliminary design for expansion when a plant’s Average Daily Demand is projected to equal or <br />exceed its capacity within 5 years; <br /> • prepare plans and specifications for expansion when a plant’s Average Daily Demand is projected to equal or exceed <br />its capacity within 4 years; <br /> • submit a complete construction permit application to the Florida Department of Environmental Protection for <br />expansion when a plant’s Average Daily Demand is projected to equal or exceed its capacity within 3 years; and <br />Revise <br />Recommended language: The County shall continue to monitor and <br />evaluate average daily demands at water treatment facilities and plan <br />for necessary improvements and expansions to deliver water at the <br />committed Level of Service in accordance with FDEP requirements.
