Revise <br />Consider: At a minimum, all bridges either being replaced or requiring <br />structural designs for repairs shall be placed above the 100 year flood <br />elevation / FIRM / FIS elevation when located on an arterial roadway or <br />thoroughfare plan road as defined in LDR 952.08 to allow for safe <br />emergency passing. All other bridges shall be placed above the storm <br />frequency and duration in accordance with FDOT Drainage Manual. All <br />bridges shall be designed for hydraulics / scour / structurally in <br />accordance with FDOT design manuals, index and specifications. <br />Policy 1.6: Prior to the issuance of a Land Development Permit, the county shall require all culverts within all F.S. Section 298 <br />Drainage Districts' rights-of-way or easements be sized and approved by the appropriate district. Revise Consider: Stormwater Management Facilities shall meet current or <br />more stringent regulations as may be passed from time to time. <br />Policy 2.1: In existing developments, the county shall reconstruct existing drainage systems and restore design capacity when road <br />paving is programmed under the county's Petition Paving Program. Revise <br />Consider: Under the County's Petition Paving Program, Stormwater <br />Management Systems associated with the road shall be repaired, <br />reconstructed, or rehabilitated to meet LDR stormwater management <br />facility design criteria. <br />Policy 2.2: <br />By 2020, all existing roadways in the county shall be improved to meet the following level-of-service standard: <br />1. Minimum road crown elevation for existing roads shall be raised during resurfacing/rebuilding to the flood elevation <br />resulting from the 2 year/24 hour storm event on local streets. <br />2. The center two lanes of rebuilt roads shall be at or above flood levels resulting from a 10 year/24 -hour storm event <br />on Arterial and Collector roads. <br />Revise <br />Consider: "By 2040, to the maximum extent practical, all reconstructed <br />roadways in the County shall be improved to meet the following level- <br />of-service standard: <br />1. Minimum road crown elevation for roads shall be raised during <br />resurfacing/rebuilding to the flood elevation resulting from the 10 <br />year/24 hour storm event on local streets. <br />2.
