<br /> <br /> <br />PAGE 80 <br /> <br />GOP Number GOP Language Recommended Action Comments/Rationale <br />Countywide level-of-service standard of 2.2 tons or 3.67 cubic yards per capita for permanent plus weighted peak <br />seasonal population per year. <br /> <br />Sanitary Sewer <br />The following level-of-service standard is adopted for the county's sanitary sewer facilities, and shall be utilized for <br />determining the availability of facility capacity and demand generated by a development: <br />• Countywide level-of-service standard of 250 gallons per day per equivalent residential unit with a peak monthly <br />flow factor of 1.25. <br /> <br />Recreation & Open Space <br />The county adopts the following recreation level-of-service standard: <br />• County wide level-of-service standard of 6.61 recreation acres/1,000 permanent plus weighted peak seasonal <br />population. <br /> <br />Transportation <br />The county adopts traffic circulation level-of-service standards as follows: <br /> <br />• Level-of-Service “D” during peak hour, peak season, peak direction conditions, on all TRIP grant funded roads as <br />well as all freeway, arterial, and collector roadways, with the exception of the following two, which will operate <br />at level of service “E” plus 20%. <br />• 27th Ave – South County Line to SR 60 <br />• 43rd Ave – Oslo Road to 16th Street <br /> <br />• Level-of-Service “D” plus 20% during peak hour, peak season, peak direction conditions on the following roads <br />until such time that a major capacity improvement, as specified below, is constructed. At such time that the <br />major capacity improvement is constructed, the level of service for that road shall be “D” during peak hour, peak <br />season, peak direction conditions. <br /> <br />• CR 510 – 66th Avenue to US Highway 1 (scheduled for widening) <br />• 37th Street – US Highway 1 to Indian River Boulevard (scheduled for widening or alternatively mitigated <br />by extension of Aviation Boulevard from US 1 to 37th Street) <br /> <br />During the time period before major capacity improvements are provided for these two roads, proposed major <br />development projects approved by the planning and zoning commission or board of county commissioners that will <br />impact either or both of the roads may, based on a traffic study approved by the Public Works Director, be approved <br />with conditions related to provisions for interim roadway improvements that mitigate project impacts on one or both <br />roads. <br /> <br />For SIS/Florida Intrastate Highway System roadways, level of service “B” is adopted for rural areas, and level of service <br />“C” is adopted for urban areas. <br />Policy 3.6: The county hereby adopts level-of-service standards for selected public facilities as follows: <br /> No Change Certain standards are not required by FS and could be removed if <br />desired by the County
