[Note: According to 2022 American Community Survey 5-Year Estimates, currently only 3% of all <br />housing units are sub-standard. County may wish to select a different percentage for the Objective, based on their <br />experience] <br />Policy 3.1: The Indian River County shall continue to enforce its adopted Maintenance Code, as identified in the LDRs. <br />Property Maintenance Code shall continue to be the county's standard for public health, safety, and welfare with regard to <br />occupancy limits based on unit size, provision of adequate plumbing facilities, and prevention of exterior physical <br />deterioration. This code will be enforced by the building division and code enforcement section staffs. <br />Policy 3.4: The county shall improve the appearance of housing units within low-income neighborhoods by participating <br />in the World Changers Program. <br />Objective 4: Annually, at least 40 as many income eligible households as feasible will receive assistance through <br />cCounty’s local housing assistance program. <br />Policy 4.3: The county shall maintain its current policy of financing water and sewer capacity charges for newly <br />constructed housing units. <br />Policy 4.5: The county shall enter into interlocal agreements with any county municipality which, because of unusually <br />high property values or coastal high hazard area constraints, cannot meet its affordable housing needs within its <br />jurisdiction, and desires to contribute to the Housing Trust Fund. The amount and method of payment will be established <br />prior to execution. <br />Policy 4.10: The cCounty shall assist non-profit housing organizations in establishing Community Land Trusts (CLTs) <br />and Community Development Corporations (CDCs) by providing technical support to those organizations. <br />Policy 4.11: The county shall assist non-profit organizations in establishing Community Development Corporations <br />(CDC) by providing technical support to those organizations. <br />Policy 4.13: The county shall create a new private/public housing trust fund. <br />PAGE 89
