ATTACHMENT 3 <br />GRANT WORK PLAN <br />PROJECT TITLE: Hobart Landing Septic -to -Sewer Project <br />PROJECT LOCATION: The Project will be located in Vero Beach, FL within Indian River County; <br />Lat/Long (27.7572, -80.4142). See Figure 1 for a site map. <br />PROJECT BACKGROUND: The Hobart Landing residential community consists of approximately 53 <br />homes in the unincorporated area of Indian River County (Grantee). These homes are located in the Central <br />Indian River Lagoon (Central IRL) basin management action plan (BMAP) area, and they are currently <br />using individual septic systems. These septic tanks leach harmful nutrient loads into the groundwater <br />connecting to the Central IRL, which is considered an impaired watershed. The construction of public sewer <br />infrastructure for these homes will allow for future expansion of the County's sanitary sewer system. The <br />completion of this project will ultimately result in restoration efforts of water quality to the Central IRL by <br />reducing an estimated 1,400 pounds per year (lb/year) of total nitrogen. <br />PROJECT DESCRIPTION: The Grantee will design, obtain all required permits, and construct <br />approximately 6,400 linear feet of public sewer infrastructure that consists of new sewer mains and lateral <br />stub -outs for approximately 53 homes/lots in the Hobart Landing residential community. The completion <br />of the design phase will determine if force main and a lift station is needed for the construction phase of the <br />project. <br />The DEP Grant Funds associated with this Agreement were awarded based on local contributions pledged <br />towards the total project costs: $1,100,000.00 from Indian River County. A summary of the local <br />contributions will be required in the Final Quarterly Progress Report, and financial supporting <br />documentation shall be provided upon request. <br />TASKS: All documentation should be submitted electronically unless otherwise indicated, and should be <br />submitted prior to the expiration of the grant agreement. <br />Task 1 • Commitment to Basin Management Action Plan (BMAP) <br />Deliverables: The Grantee will submit an official letter to the Department's Division of Environmental <br />Assessment and Restoration indicating its commitment to completing this project and requesting this project <br />be included in the Central Indian River Lagoon BMAP. <br />Documentation: The Grantee will submit a signed copy of this letter to the Department's Grant Manager. <br />Performance Standard: The Department's Grant Manager will review the copy of the letter to ensure it <br />indicates the Grantee's commitment to completing this project and contains a request for this project to be <br />included in the appropriate BMAP. Approval by the Department will be indicated by written acceptance by <br />the Department's Grant Manager. <br />Financial Consequences: The Grantee may not proceed with any other tasks in this Agreement until <br />written acceptance of the deliverable is provided by the Department's Grant Manager. <br />Additional Financial Consequences: The Department's Grant Manager must receive and accept the <br />official letter prior to the processing of reimbursement requests for any other tasks. <br />Payment Request Schedule: There is no reimbursement specifically for this task. <br />DEP Agreement No. LGO10, Attachment 3, Page I of 4 <br />
