David Palmer explained that over a month and a half ago he <br />received verbal agreement from Ray Gent, Wal-Mart store manager, to <br />use their parking lot for the Treasure Coast Open. At that time he <br />was not aware of the parking lot issue, and Mr. Gent told him that <br />a temporary use permit would be needed plus proof of insurance for <br />the event. <br />Mr. Palmer understood that recent action by the Board of <br />County Commissioners has prohibited the issuance of temporary use <br />permits for outside sales or events on the Wal-Mart site. His <br />purpose in coming here today is to ask the Board to grandfather in <br />a temporary use permit for this skateboarding contest and demo. <br />Mr. Palmer emphasized that they have been working with the <br />Substance Abuse Council and have support from other community <br />organizations and businesses, such as Walt Disney Resort in <br />Wabasso. <br />Commissioner Bird reported that Mr. Palmer made a great plea <br />for this at the recent meeting of the Parks & Recreation Committee. <br />ON MOTION by Commissioner Tippin, SECONDED by <br />Commissioner Bird, the Board unanimously granted Mr. <br />Palmer's request for a one-time only temporary use <br />permit for this event because this request was <br />pending before the decision was made by the BCC on <br />October 1, 1996 to prohibit temporary use permits <br />for Wal -Mart's parking lot. <br />AWARD BID #6089 - SEBASTIAN WATER PROJECT - PHASE I <br />The Board reviewed the following memo dated 10/2/96: <br />DATE: October 2, 1996 <br />TO: BOARD OF COUNTY COMMISSIONERS <br />THRU: James E.
