BUTLER, CLERK <br />Contract# IRL2024N-08 <br />Encumbrance# GLO1-2309 <br />2.Uniform Administrative Requirements, Cost Principles and Audit Requirements for <br />Federal subawards <br />This subaward is subject to the requirements of the Uniform Administrative Requirements, Cost <br />Principles and Audit Requirements for Federal subawards; Title 2 CFR Parts 200. <br />A. PROGRAMMATIC REQUIREMENTS <br />1. Reporting Requirements <br />a. Recipients must submit all reports as required by DOC, electronically or, if unable to <br />submit electronically, in hard copy, as outlined below and as may be supplemented by the <br />terms and conditions of a specific DOC award. <br />b. Performance (Technical) Reports. Recipients must submit performance (technical) reports <br />to the Program Officer. Performance (technical) reports should be submitted in the same <br />frequency as the Form SF -425 (Federal Financial Report), unless otherwise directed by <br />the Council or DOC Grants Officer. <br />1. Performance (technical) reports must contain the information prescribed in 2 C.F.R. § <br />200.329 (Monitoring and reporting program performance), unless otherwise specified <br />in the award conditions. <br />2. As appropriate and in accordance with the format provided by the Program Officer <br />(or other OMB -approved information collections, including the Research Program <br />Performance Report [RPPR] as adopted by DOC for use in research awards), <br />recipients are required to relate financial data to the performance accomplishments of <br />this Federal award. When applicable, recipients must also provide cost information to <br />demonstrate cost effective practices (e.g., through unit cost data). The recipient's <br />performance will be measured in a way that will help DOC to improve program <br />outcomes, share lessons learned, and spread the adoption of best or promising <br />practices. As described in 2 C.F.R. § 200.211 (Information contained in a Federal <br />award), DOC will identify the timing and scope of expected performance by the <br />recipient as related to the outcomes intended to be achieved by the Federal program. <br />3. Pass-through entities must submit a final performance report within 120 calendar days <br />after the expiration of the period of performance. The subrecipient is required to <br />submit its final performance report to the pass-through entity within 90 calendar <br />days unless an extension has been granted. <br />c. Financial Reports. In accordance with 2 C.F.R. § 200.328 (Financial reporting), the <br />recipient must submit a Form SF -425 (Federal Financial Report) or any successor form on <br />a semi-annual basis for the periods ending March 31 and September 30, or any portion <br />thereof, unless otherwise specified in a specific award condition. Reports must be <br />submitted to The Council who will submit to the DOC as directed by the Grants Officer, <br />in accordance with the award conditions and are due no later than 30 calendar days <br />following the end of each reporting period. Pass-through entities must submit a final Form <br />SF -425 within 120 calendar days after the expiration of the period of performance. The <br />subrecipient is required to submit its financial report to the pass-through entity <br />within 90 calendar days unless an extension has been granted.
