Board of County Commissioners Meeting Minutes - Final <br />September 24, 2024 <br />Aye: 5- Chairman Adams, Vice Chairman Flescher, Commissioner Earman, Commissioner <br />Moss, and Commissioner Loar <br />8.J. 24-0788 Access Agreements for Sector 4 Hurricanes Ian and Nicole Dune Renourishment <br />Recommended Action: Staff recommends the Board approve the three Agreements for Access and Sand <br />Renourishment for the Sector 4 Beach Area and authorize the chairman to sign on <br />behalf of the County. <br />Attachments: Staff Report <br />Agreement - IRS <br />Agreement - Lot 1 <br />Agreement - JIPCA <br />[Clerk Note: this Item was heard in conjunction with Item 12.E.2.] <br />Coastal Resources Manager Quintin Bergman requested the Board's approval of the <br />access agreements secured to enable the dune restoration project on Sector 4's <br />beaches. He informed there were three points of construction access: Turtle Trail, Lot <br />1 on Sea Court, and Beachcomber Lane. Access would be granted between October <br />15, 2024, and May 1, 2025. Construction vendors were required to restore sites to <br />pre -construction conditions. <br />A motion was made by Vice Chairman Flescher, seconded by Commissioner <br />Moss, to approve staffs recommendation. The motion carried by the following <br />vote: <br />Aye: 5 - Chairman Adams, Vice Chairman Flescher, Commissioner Earman, Commissioner <br />Moss, and Commissioner Lear <br />8.K. 24-0751 Award of Annual Bid 2025003 for Motor and Pump Repair <br />Recommended Action: Staff recommends the Board award Bid 2025003 to Florida Armature Works, Inc., <br />and authorize the Purchasing Division to issue blanket purchase orders for the period <br />of October 1, 2024, through September 30, 2027, with the recommended bidder. <br />Staff also recommends the Board authorize the Purchasing Manager to renew this bid <br />at the same rates for two (2) additional one (1) year periods subject to satisfactory <br />performance, vendor acceptance, and the determination that renewal of this annual <br />bid is in the best interest of the County. <br />Attachments: Staff Report <br />Approved staffs recommendation <br />8.L. 24-0754 First Extension to Agreements for Continuing Professional Surveying and Mapping <br />Services (RFQ 2022064) <br />Recommended action: Staff recommends the Board approve the first extension to the agreements with <br />Indian River County Florida Page 6 <br />
