BOOK 99 PAGE 486 <br />The project engineer is in the process of providing property <br />owners with more information on the effect of the project's <br />drainage on surrounding properties. <br />Based on the need to finalize the above referenced items prior to <br />the Board's final consideration of project approval, it is staff's <br />opinion that the issues have not been sufficiently addressed at <br />this time. For that reason, staff feels that this item should be <br />postponed until a time when the Board can be presented specific, <br />final proposals to address the previously described issues. The <br />applicant has no objection to the application being postponed until <br />the proposals are finalized. <br />RECOMMENDATION: <br />Based on the above analysis, staff recommends that the Board of <br />County Commissioners table this item for future consideration. <br />Once final proposals are made by the applicant, the item will be <br />readvertised for a new public hearing before the Board. <br />Planning Director Stan Boling stated that at the October 8, <br />1996 Board meeting several concerns were expressed regarding the <br />project. Staff and the applicant have made some progress but the <br />plans have not been finalized. The applicant has agreed to <br />postpone the project and readvertise for public hearing when <br />arrangements have been finalized. <br />The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter. <br />Helen Baker, a concerned neighbor, stated that she did not <br />understand what is going on. They have expressed their willingness <br />to cooperate and the Board has mandated that Dr. Atamer meet with <br />them. The major questions relate to the utility easements and they <br />were told that the applicant would get back to them. They have not <br />heard a word. <br />Chairman Adams assured Mrs. Baker that she could rest assured <br />the project will remain on hold until an agreement can be reached. <br />The Chairman asked if anyone else wished to be heard in this <br />matter. There being none, she closed the public hearing. <br />ON MOTION by Commissioner Macht, SECONDED by <br />Commissioner Bird, the Board unanimously agreed to <br />table this item for future consideration,, pursuant <br />to staff's recommendations. <br />OCTOBER 22, 1996 18 <br />
