He felt this is the only course to take to relieve <br />the burden. <br />Chairman Adams emphasized that staff certainly can get the <br />most bucks out of the least stuff and, from personal experience, <br />she knows it is tough to be on the buying end. The County has <br />twice attempted to qualify for grants and has learned that <br />retrofitting is extremely expensive. It is much more cost <br />effective to build from scratch rather than invest almost <br />$7,000,000 to redo the old courthouse. The Board is involved in an <br />effort to constructively find private uses for the old courthouse <br />and she believed there are buyers are out there who will want these <br />buildings. <br />Commissioner Bird wondered whether, rather than selling the 2 <br />buildings as a package, the County might not get more total money <br />by selling the old courthouse and the annex building separately. <br />He questioned how feasible it would be to try to separate these. <br />Director Dean advised this had been discussed and it was felt <br />it would be better to offer the buildings as a unit due to the <br />parking situation. <br />Mr. Masi wanted to be sure that staff would explain to whoever <br />buys the old courthouse the advantage to having it put on the <br />historical register, and Chairman Adams stressed that she felt sure <br />Mr. Masi would keep close tabs on the process. She stated that the <br />County would not want to make this a requirement. <br />Further discussion ensued regarding holding an "absolute" <br />auction, and County Administrator Chandler emphasized that could be <br />done but there would be no opportunity for the Board not to accept <br />an extremely low bid. <br />County Attorney Vitunac confirmed that could be done only if <br />the Board would be willing to sell for $100 or possibly less. <br />Karlin Daniel gave a further explanation of the "absolute" <br />auction process and strongly advised that the property be sold <br />without any restrictions as to price. He also advised the Board <br />that the proposal includes a cooperative type option where all <br />brokers involved will be paid for working with their clients. <br />THE CHAIRMAN CALLED THE QUESTION and the <br />Motion passed unanimously. <br />AGREEMENT WILL BE ON FILE IN THE OFFICE OF THE <br />CLERK TO THE BOARD WHEN EXECUTED AND RECEIVED <br />OCTOBER 22, 1996 30 <br />
