FY 2024 EMPG AGREEMENT <br />ATTACHMENT B — SCOPE OF WORK <br />GENERAL POLICY <br />The EMPG Program contributes to the implementation of the National Preparedness System by <br />supporting the building, sustainment, and delivery of core capabilities. Core capabilities are essential for <br />the execution of critical tasks for each of the five mission areas outlined in the National Preparedness <br />Goal. The EMPG Program's allowable costs support efforts to build and sustain core capabilities across <br />the Prevention, Protection, Mitigation, Response, and Recovery mission areas described in the Goal <br />FEMA requires recipients to prioritize grant funding to demonstrate how EMPG Program -funded <br />investments support building or sustaining capabilities identified as high priority through the <br />THIRA/SPR process and closing capability gaps that are identified in the state or territory's most <br />recent SPR. <br />Based on Florida's FY2023 Stakeholders Preparedness Review (SPR) and other relevant sources, <br />the FEMA Administrator and Executive Director identified the below core capabilities as priorities to <br />address gaps across the State: <br />• Planning <br />• Public Information and Warning <br />• Operational Coordination <br />• Economic Recovery <br />• Cybersecurity <br />Grant funds under this program may be charged to one of the below listed categories: <br />• Planning <br />• Organization <br />• Equipment <br />• Training <br />• Exercise <br />• Management and Administration <br />II. TASK(S) AND DELIVERABLE(S): <br />The Subrecipient must successfully complete the following tasks and deliverables throughout the period <br />of performance. <br />TASK 1: GRANT REQUIREMENTS <br />A. QUARTERLY MATCH <br />The FY 2024 EMPG Program has a cost -share requirement. Federal funds provided under the EMPG <br />agreement shall be matched by the Subrecipient dollar -for -dollar totaling the award amount. The recipient <br />contribution can be cash (hard match) or third -party in-kind (soft match). DHS/FEMA administers cost - <br />matching requirements in accordance with 2 C.F.R. § 200.306. To meet matching requirements, the <br />recipient contributions must be verifiable, reasonable, allowable, allocable, necessary under the grant <br />program, and in compliance with all applicable federal requirements and regulations. <br />33 <br />
