Board of County Commissioners Meeting Minutes - Final November 5, 2024 <br />There was no further discussion on this item. <br />A motion was made by Vice Chairman Flescher, seconded by Commissioner <br />Loar, to approve the use of the previously approved amount of up to $50,000 and <br />to include transportation services for fiscal year 202412025. Rigby 11.5.24 <br />Bill and Ardra Rigby addressed the Board about the Indian River County's <br />procurement process regarding the recycling collection services contract. Bill <br />Rigby protested the renewal of the Waste Management contract held by one <br />company for over 20 years, citing concerns about transparency and compliance <br />with laws. He stated that renewing the contract without including minority-owned <br />and disabled veteran -owned businesses violated federal and state laws, explicitly <br />mentioning the Florida Small Business Assistance Act, which required promoting <br />these businesses in public contracts. <br />Chairman Adams addressed Bill and Ardra Rigby and noted this was the second <br />meeting since Bill Rigby had mentioned making a public records request, which he <br />had not done yet. She reminded them that staff had shared the County's grant <br />compliance checklist with them months ago and encouraged them to work with <br />staff to clarify questions and resolve issues. <br />Bill Rigby stated they had not received all requested documents and he was <br />unaware the Interlocal Agreement had been canceled. He inquired about the <br />minutes explaining the guidelines for the agreement, which the County <br />Commissioners and legal counsel claimed to have provided but he claimed they <br />do not have. Bill Rigby again requested the minutes from the 1992 interlocal <br />agreement and the related grants, particularly the sections on recyclable materials <br />for residential garbage, commercial waste, and gas.
