Suthard, Director <br />DEPT: Public Works and Engineering <br />i DATE: October 16, 2000 <br />i <br />RE: City and County Dune (Berm) Restoration <br />Hurricanes Floyd and Irene Erosion <br />Project Status <br />As you know, the referenced storms eroded dunes throughout the County. Within the <br />City, typically the dunes at Humiston Park and South Beach can be expected to erode <br />annually and during these type of storms. Subsequent to the referenced storms, <br />County staff has been working with the Federal Emergency Management Agency <br />(FEMA) to obtain restoration funding. It was agreed that approximately 2 miles of beach <br />qualified for same creating a project cost of roughly $1,000,000. Two areas in the City <br />are eligible; i.e., south Conn Beach at approximately 5153 cubic yards and Humiston <br />Park at roughly 1076 cubic yards. <br />The County has prepared project plans and recently submitted a permit application to <br />the Florida Department of Environmental Protection (FDEP). A copy of the plans and <br />permit application are in our office. The bid documents will request proposals for <br />materials delivered to the site and for grading and shaping the delivered sand. Typically <br />we purchase sand delivered and our crews grade and shape the material in place. <br />Since the amount of restoration at Humiston Park that qualifies for funding is only a <br />portion of that frontage, we will have to restore the remainder at the City's expense. <br />Consequently, we have asked the County to include that quantity in the bid items for <br />delivery only. <br />The County plans to advertise in November and begin construction in time to complete <br />the work prior to March 1, 2000. We have requested that our work be completed in <br />January as was requested last year by the Oceanside Business Association. <br />The local share of the project is 12'/2% of the total. At this time, we would estimate that <br />to be approximately $8,000 (delivered, graded and shaped). We estimate the remaining <br />cost to be roughly $20,000 (material delivered) since we would have to pay 100% of <br />that cost.
