Titkanich, Jr., County Administrator <br />Kristin Daniels, Director, Office of Management and Budget <br />Jennifer Hyde, Purchasing Manager <br />FROM: Shelby Ball, Purchasing Specialist <br />SUBJECT: Award of RFP 20240S9 for an Economic Development Strategic Action Plan <br />(EDSAP) <br />BACKGROUND: <br />On behalf of the Planning and Development Services Department, a Request for Proposals ("RFP") <br />was issued for the development of an Economic Development Strategic Action Plan (EDSAP). The <br />EDSAP aims to enhance economic growth, attract investments, retain businesses, and foster <br />employment opportunities within the County. <br />DISCUSSION: <br />A selection committee comprised of Chris Balter, Planning and Development Services Director, Ryan <br />Sweeney, Planning and Development Services Assistant Director, Nancy Bunt, Assistant County <br />Administrator, and Dori Stone, Past President of the Indian River County Chamber of Commerce <br />independently reviewed and scored the received proposals. The criteria included each Firm's <br />experience in economic development planning, methodology for data analysis including goal <br />formulation and project schedule, references and evidence of success in previous projects, <br />qualifications and availability of the Project Team, and cost-effectiveness and :practicality of the <br />proposed budget. <br />The committee then met to compile an initial ranking of firms. After the initial ranking, the <br />committee agreed to interview the top ranked three firms. After the interviews, the committee <br />declared their ranking as final, and recommended award to the top ranked Consultant. <br />Firm Location <br />1. TIP Strategies, Inc. Austin, Texas <br />2.
