As development activity increases in the future, however, capacity may become an issue. <br />When that occurs, reserving capacity for a project may become an actuality. Reserving <br />capacity for one project means that the capacity reserved for the project is not available for <br />other projects. For that reason, the county requires that an applicant pay all impact fees and <br />utility capacity charges in order to reserve capacity, thereby ensuring that the county has <br />the funds to construct the increment of capacity consumed by the applicant's project. To <br />date, no affordable housing project or unit has been denied due to concurrency <br />requirements. <br />RECOMMENDATION: <br />The county should maintain its current concurrency management procedures, which allow <br />for upfront reservation of infrastructure capacity. Like oft applicants, affordable housing <br />applicants may apply for an Initial Concurrency Certificate and reserve infrastructure <br />capacity upfront. Each time the county evaluates its affordable housing incentives, the <br />county will also determine whether or not its concurrency requirements are an impediment <br />to approving affordable housing projects or issuing permits for affordable housing units. <br />BOARD OF COUNTY COMMISSIONERS, ACTION: <br />Board of County Commissioners Approval of the AHAC Recommendation <br />Yes [] No <br />13 48 <br />
