As development activity increases in the future, however, capacity may become an issue. <br />When that occurs, reserving capacity for a project may become an actuality. Reserving <br />capacity for one project means that the capacity reserved for the project is not available for <br />other projects. For that reason, the county requires that an applicant pay all impact fees and <br />utility capacity charges in order to reserve capacity, thereby ensuring that the county has <br />the funds to construct the increment of capacity consumed by the applicant's project. To <br />date, no affordable housing project or unit has been denied due to concurrency <br />requirements. <br />RECOMMENDATION: <br />The county should maintain its current concurrency management procedures, which allow <br />for upfront reservation of infrastructure capacity. Like oft applicants, affordable housing <br />applicants may apply for an Initial Concurrency Certificate and reserve infrastructure <br />capacity upfront.
