Titkanich, Jr., County Administrator <br />Kristin Daniels, Director — Office of Management and Budget <br />Sean Lieske, Director — Dept of Utility Services <br />FROM: Jennifer Hyde, Purchasing Manager <br />Howard Richards, Capital Projects Manager, Dept of Utility Services <br />SUBJECT: Waiver of Bid Requirement for WWTF Tank Purchases <br />BACKGROUND: <br />Two of the Wastewater Treatment Facilities the Indian River County Department of Utility <br />Services (IRCDUS) operates, Central (Gifford) Wastewater Treatment Facility (CWWTF), <br />and South Regional Wastewater Treatment Facility (SRWWTF), are in need of new <br />chemical storage tanks. As part of the treatment process for both facilities, the addition of <br />various chemicals is utilized to achieve effective treatment. The chemicals are housed in <br />bulk chemical storage tanks with built in internal containment, to prevent the release of <br />chemicals to the environment. For this purpose, IRCDUS utilizes captor double wall tank <br />manufactured by Snyder Industries. <br />DISCUSSION: <br />Five tanks, three located at CWWTF and two located at SRWWTF, have reached the end of <br />the manufacturer's recommended useful life and need to be replaced. Since Snyder tanks <br />are widely available, competitive quotes were requested and are attached. <br />Harrington Industrial Plastics LLC $187,735-12 <br />Ryan Herco Flow Solutions $145,130-44 <br />Acuantia, Inc. (Tank Depot) $126,395-00 <br />Replacement of the tanks will extend or add new life to the failed asset system by restoring <br />original equipment functionality and performance. This an industry leading Asset <br />Management practice to maintain target levels of service (LOS) while minimizing lifecycle <br />costs at acceptable risks. A budget of $198,000.00 for this item is included in the <br />Utilities/Wastewater Treatment/Renewal & Replacement/CWWTF Chemical Bulk Storage <br />Tank account, number 47121836 -044699 -24513 - <br />Since the expenditure purpose aligns with Indian River County's capitalization guidelines, <br />staff is proposing it as a capital expense in lieu of operating expense. However, this is an <br />unbudgeted item. <br />109 <br />
