Commissioner Eggert submitted it could easily become a $5 <br />million issue and Commissioner Macht believed the Board should not <br />shrink from it. <br />Commissioner Tippin favored having the committee looking at <br />the need, massaging it, and coming to the Board with a <br />recommendation. He believed that was what Commissioner Macht had <br />in mind. <br />Judge Paul Kanarak thought the place to start was with a <br />budgeted dollar amount. He agreed that a structure needed to be <br />addressed and also thought children's services needed to be <br />addressed. <br />Concerning the not-for-profit groups, Commissioner Eggert <br />believed it important to state that our priority is children. She <br />wanted a more specific proposal on how they would determine the <br />needs, priorities, et cetera, and what that might cost. She also <br />wanted more specific information on how the committee would be set <br />up and what its duties would be. Also, she felt there needed to be <br />a sense of budget required for next year. It seemed to her that <br />there would be some costs prior to budgeting for the program. <br />Ms. Kline agreed with Commissioner Eggert but one of the <br />objectives is to have this as part of the Comprehensive Plan. <br />Commissioner Macht thought it would be necessary to have a <br />staff coordinator. He believed there is now someone on staff and <br />would speak to the Administrator concerning possible reassignment. <br />Commissioner Eggert stressed again the need for specific <br />information. <br />Rosemarie Livings, director of attendance of Indian River <br />County Schools and hearing officer, pointed out for consideration <br />that the Indian River County Juvenile Justice Council has all the <br />right people to do this work and they have been working toward this <br />already. They are in place and ready to assist and she suggested <br />the Board might look at what has already been done by this Council. <br />She pointed out that Highlands County already has a "dependent <br />district", that Okeechobee County already has $1 million in their <br />program, and she believed Martin County has about $2 million in <br />their program. <br />Commissioner Eggert did not feel that the Council members were <br />the exact people who should be doing this work. She felt some are <br />and some are not, it all depended on who the representative is. - <br />Commissioner Macht asked for a consensus of a range to be <br />considered and he will reconvene the group to work on the specifics <br />that Commissioner Eggert requested. <br />109 K 99 P�uk�l-% <br />November 5, 1996 600 <br />
