It might take longer if the issues are not narrowed. <br />Commissioner Tippin philosophized that he has survived 60 -some <br />years without a cellular phone and he bet he would make it another <br />6 months. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Macht, the Board unanimously adopted <br />Ordinance No. 96-22 declaring a 6 -month moratorium <br />on the acceptance of applications for wireless <br />telecommunications towers and on the issuance of <br />permits and approvals for the construction of <br />wireless telecommunications towers, with the <br />addition of allowing antennas on existing structures <br />up to 110% and the exclusion of the I-95 corridor <br />(1110 mile ridge" FP&L I-95 easement) up to 130 feet. <br />ON MOTION by Commissioner Macht, SECONDED by <br />Commissioner Bird, the Board unanimously approved <br />funding expenses of the FCC attorney to attend the <br />Workshop on towers to be held November 13, 1996, if <br />the Community Development staff deems it necessary. <br />ORDINANCE NO. 96- 22 <br />AN ORDINANCE OF INDIAN RIVER COUNTY, FLORIDA, <br />DECLARING A SIX-MONTH MORATORIUM ON THE <br />ACCEPTANCE OF APPLICATIONS FOR WIRELESS TELE- <br />COMMUNICATIONS TOWERS AND ON THE ISSUANCE OF <br />PERMITS AND APPROVALS FOR THE CONSTRUCTION OF <br />WIRELESS TELECOMMUNICATIONS TOWERS/ PROVIDING <br />FOR EXCEPTIONS; SETTING FORTH EXPIRATION AND <br />EFFECTIVE DATES. <br />WHEREAS, pursuant to Section 1(f), Article VIII, of the Florida <br />Constitution and Chapter 125, Florida Statutes, Indian River County is <br />authorized and required to protect the public health, safety, and welfare and <br />may exercise any power for a governmental purpose except when expressly <br />prohibited by law; and <br />WHEREAS, pursuant to this authority and Section 163.3202, Florida <br />Statutes, Indian River County has enacted land development regulations <br />consistent with its adopted Comprehensive Plan which protect the quality of <br />life in Indian River County; and <br />WHEREAS, according to recent information provided by the news media, the <br />number of cellular antennas in the country could grow by more than six times, <br />from 18,000 to 115;000, by the end of the decade; and <br />63 <br />November 5, 1996 <br />BOOK 99 pAa580 <br />
