OD <br />40 <br />C-1 <br />A. Assess the way private haulers who are reporting quantities of recycled materials <br />are documenting the quantities. <br />B. Assess the physical activity associated with recycled materials. This would include <br />evaluating the gathering, storage, and sale of recycled material. <br />C. Evaluate data collection and maintenance at the scalehouse. CDM would observe <br />first hand the procedures for weighing and accounting for recycled materials. <br />D. Database Evaluation. CDM would review the handling of data in the database to <br />look for possible inaccuracies. <br />E. Flow Chart. CDM would produce a flow chart to diagram the processes involved <br />with producing and accounting for the Recycled materials for both private haulers <br />and IRC. <br />F. Identify possible errors and suggest improvements. CDM would evaluate the <br />recycling material accounting system for both private haulers and IRC. <br />G. Technical Memorandum. CDM would write a technical memorandum to report the <br />findings of the evaluation <br />TASK 1.2 - ANNUAL RECYCLING REPORT TO FDEP <br />An annual Recycling report is required by Florida Department of Environmental Protection. <br />Camp Dresser & McKee will collect the data necessary to complete the forms provided by the <br />State. The narrative portion of the application will be revised to meet this years activities. The <br />entire report will be reviewed internally for quality assurance before sending to FDEP. <br />TASK 2.0 - FINANCIAL ASSURANCE <br />Indian River County operates a Class I landfill through a contract with Waste Management Inc., <br />a Construction and Demolition (C&D) Debris Landfill facility and a Waste Tire Processing <br />facility. Indian River County is required by Chapter 62-701, F.A.C. to provide financial <br />assurance for each of these facilities. <br />TASK 2.1- FINANCIAL ASSURANCE REPORT <br />CDM will prepare documentation that demonstrates proof of financial assurance for the cost of <br />closing and providing long-term care for the Class I landfill, the C&D Debris Landfill, and the <br />Waste Tire Processing center. This documentation will be submitted for review by the Solid <br />Waste Disposal District and Elie Indian River County Finance Department. Eight copies of the <br />final document will be provided to the County. CDM will meet with Indian River County up to <br />six times to discuss issues and to provide needed coordination. CDM will also respond to FDEP <br />correspondence regarding Financial Assurance. <br />TASK 2.2 - SURVEY AND AIRSPACE ASSESSMENT <br />CDM will provide surveys and assessments of consumed airspace, performed by Carter <br />Associates, Inc. for the Class I and C&D landfills. The survey work for the Class I waste area <br />will include a complete topographic survey of the "Infill", the eastern top of Segment I, as well <br />as the ditches and roadways surrounding the Class I area. The topographic survey of the C&D <br />landfill site will include the waste area, as well as the fence -line and the surrounding ditches <br />
