Butler, Clerk of the Circuit Court and Comptroller <br />DATE: December 1, 2024 <br />SUBJECT: Dori Slosberg Driver Education Safety Act <br />Driver Education Program Trust Fund Report <br />Cumulative Reporting Through 09/30/24 <br />BACKGROUND <br />On August 20, 2002, the Board of County Commissioners adopted Ordinance Number 2002-026 creating <br />the Indian River County Driver Education Program Trust Fund (Fund 137), formerly known as the Indian <br />River County Traffic Education Trust Fund. This ordinance authorized a $3 traffic ticket surcharge, which <br />is collected by the Clerk of the Circuit Court & Comptroller. On September 19, 2006, the Board adopted <br />Ordinance 2006-035 to repeal this fine. <br />On February 17, 2015, the Board elected to reinstate and increase the driver education fee to $5 under <br />Ordinance Number 2015-003. The new fee was effective March 1, 2015 and is charged on each civil traffic <br />penalty assessed in the County. As noted in the ordinance, these funds shall be used "to fund driver <br />education programs in public and nonpublic schools". <br />Provided is a report of the revenues and expenditures from the inception of the initial $3 fee (October 1, <br />2002) and includes the new $5 fee commencing in March 2015. As of September 30, 2024, the balance in <br />the Fund is $284,297. <br />The Clerk's office will continue to provide a quarterly report of the Driver Education Program Trust <br />Fund activity pursuant to Indian River County Code of Ordinances § 305.09. <br />17 <br />
