SPECIAL MEETING <br />Tuesday, November 5, 1996 <br />The Board of County Commissioners of Indian River County, <br />Florida, met in Regular Session at the County Commission Chambers, <br />1840 25th Street, Vero Beach, Florida, on Tuesday, November 5, <br />1996, at 2:00 p.m. Present were Fran B. Adams, Chairman; Carolyn <br />K. Eggert, Vice Chairman; Kenneth R. Macht; Richard N. Bird; and <br />John W. Tippin. Also present were James E. Chandler, County <br />Administrator; Charles P. Vitunac, County Attorney; and Barbara <br />Bonnah, Deputy Clerk. <br />The Chairman called the meeting to order. <br />CONSIDERATION OF THE IRC COMPREHENSIVE PLAN <br />EVALUATION AND APPRAISAL REPORT (EAR) <br />Community Development Director Bob Keating promised to be <br />brief in outlining the proposed changes, but he felt it was <br />necessary to go through each element. He wished to thank Planning <br />staff, who have worked hard on this for well over a year, and also <br />to thank the staff members in all the other departments who have <br />coordinated in the effort to prepare this evaluation and appraisal <br />report. <br />Director Keating advised that the report on the Comp Plan <br />covers 2 volumes, more than 1800 pages, 17 elements and sub - <br />elements, and more than 750 policies. The purpose of this review <br />is to evaluate the County's Comp Plan and see how we are doing and <br />see where we need to be so that it can be submitted by January 1, <br />1997. A draft was reviewed by the Planning & Zoning Commission on <br />October 10, 1996, and a final hearing before the Board is scheduled <br />for December 10, 1996 to review any changes being submitted. After <br />submitting the report by January 1, 1997, we have one year to do <br />the changes that were submitted.
