AMENDED AND <br />RESTATED SERVICE <br />AGREEMENT <br />SBIRT that demonstrate promising but mixed results in populations <br />vulnerable to opioid use disorders. <br />(d) Research on novel harm reduction and prevention efforts such as <br />the provision of fentanyl test strips. <br />(e) Research on innovative supply-side enforcement efforts such as <br />improved detection of mail -based delivery of synthetic opioids. <br />(f) Expanded research on swift/certain/fair models to reduce and deter <br />opioid misuse within criminal justice populations that build upon <br />promising approaches used to address other substances (e.g., <br />Hawaii HOPE and Dakota 24/7). <br />(g) Epidemiological surveillance of OUD-related behaviors in critical <br />populations including individuals entering the criminal justice <br />system, including but not limited to approaches modeled on the <br />Arrestee Drug Abuse Monitoring (ADAM) system. <br />(h) Qualitative and quantitative research regarding public health risks <br />and harm reduction opportunities within illicit drug markets, <br />including surveys of market participants who sell or distribute illicit <br />opioids. <br />(i) Geospatial analysis of access barriers to MAT and their association <br />with treatment engagement and treatment outcomes. <br />C. Covered Services as defined in Florida Administrative Code 65E-14.021 <br />The covered services and project codes listed below are based on those eligible to <br />access MSONQ, MSOCR, and their Carryforward OCAs as per the DCF FASAMS <br />Pamphlet 155-2 with a last revision date of 12/4/24, herein incorporated by reference. <br />If the OCA associated with this program changes, or the list of eligible services are <br />changed, Southeast Florida Behavioral Health Network, Inc. staff will inform the <br />Indian River County Board of County Commissioners in an email which will include <br />a the DCF FASAMS Pamphlet 155-2 and a revised Statement of Funding, herein <br />incorporated by reference, if applicable. <br />1.
