INDIAN RIVER COUNTY, FLORIDA <br />MEMORANDUM <br />TO: Honorable Board of County Commissioners <br />THROUGH: John A. Titkanich, Jr., County Administrator <br />David Johnson, Director of Emergency Services <br />FROM: Stephen R. Greer, Assistant Fire Chief of EMS <br />Department of Emergency Services <br />DATE: January 14, 2025 <br />SUBJECT: Request from RG Ambulance Service, Inc. dba All County <br />Ambulance, for a renewal of their Class `B" Certificate of Public <br />Convenience and Necessity to Provide Non -Emergency Ambulance <br />Inter -Facility Transports Originating from Indian River County. <br />It is respectfully requested that the information contained herein be given formal consideration by <br />the Indian River County Board of County Commissioners (the "Board") at the next scheduled <br />meeting. <br />DESCRIPTION: <br />On February 7, 2023, RG Ambulance Service, Inc. dba All County Ambulance was granted a <br />renewal Class `B" Certificate of Public Convenience and Necessity to provide non -emergency <br />ambulance inter -facility transports originating within Indian River County. This certificate was <br />necessary to comply with Indian River Code of Laws and Ordinances as specified in Chapter 304. <br />The certificate was approved for a period of two (2) years and will expire February 9, 2025, and <br />the renewal process should be accomplished prior to that date. <br />The Indian River County Code provides for routine renewal of the Certificate of Public <br />Convenience and Necessity on an application by the certificate holder. This can be accomplished <br />without a public hearing if the Board has no reason to believe that the public health, safety, and <br />welfare require it. Staff submits that there is no reason to hold a public hearing and absent that <br />requirement, the Board is requested to renew the certificate. <br />An application for the renewal of the Class `B" certificate has been submitted by RG Ambulance <br />Service, Inc. dba All County Ambulance. Staff has reviewed the application, and no reasons are <br />known or perceived that would require a public hearing pursuant to the established ordinance. <br />150 <br />
