INDIAN RIVER COUNTY, FLORIDA <br />BOARD MEMORANDUM <br />TO: Board of County Commissioners <br />THROUGH: John A. Titkanich, Jr., County Administrator <br />Kylie Yanchula, Natural Resources Director <br />THROUGH: Eric Charest, Assistant Director, Natural Resources Department <br />SUBJECT: Florida Department of Environmental Protection Local Government <br />Funding Request Grant 231R2, Amendment #1, Indian River County 2022 <br />Hurricane Ian and Nicole Recovery Project <br />DATE: February 25, 2025 <br />DESCRIPTION AND CONDITIONS <br />Senate Bill 4A (SB4A) was signed into law by Governor Ron DeSantis on December 16, 2022, <br />allocating $100 million dollars to support beach nourishment projects within the 16 counties <br />most impacted by Hurricanes Ian and Nicole in 2022, including Indian River County. On August <br />17, 2023, the Florida Department of Environmental Protection (FDEP) entered into Local <br />Government Funding Request (LGFR) Grant Agreement No. 231R2 with Indian River County (IRC) <br />to assist with funding Beach and Dune restoration efforts throughout several of the County's <br />Beach Management Sectors to address Hurricane Ian and Nicole impacts. <br />The original agreement committed up to $7,722,000.00 in State reimbursement funding for non- <br />federal reimbursed costs associated with the specific Projects identified in the Grant. Unlike most <br />LGFR Grants, Indian River County's LGFR 231R2 does not require a County match of funding. <br />The Natural Resources Department applied for an additional $1,624,000 through the FDEP's <br />Hurricane Restoration Reimbursement Grant Program (HRRGP), upon notification of availability <br />and board approval, to assist with County expenses associated with the Sector 4 Dune <br />Restoration Project. On October 22, 2024, IRC was notified that the HRRGP grant was being <br />awarded. As the HRRGP was a new program for the FDEP, at the time of award notification, <br />details on how the funds would be managed were not immediately available. FDEP has <br />determined the tool for managing the funds would be to amend the County's LGFR 231R2 grant <br />and add a line item to identify HRRGP funds. <br />On January 16, 2025, as FDEP continued to draft up Amendment #1 to LGFR 231R2, County Staff <br />were provided the opportunity to increase the HRRGP funding request up to $1,692,766.61. <br />County Staff then submitted the necessary documentation for the State to increase the County's <br />award by $68,766.61 over what was originally awarded under the HRRGP program for Sector 4. <br />LGFR 231R2, Amendment #1 identifies the inclusion of the HRRGP funds for the Sector 4 Project <br />as a new line item, Construction — HRRGP with an amount of $1,692,766.61. Along with this <br />inclusion of these additional funds, the grant has been amended to include 2 different deliverable <br />due dates.
