It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their regular <br />meeting of November 12, 1996. <br />DESCRIPTION AND CONDITIONS <br />This is a request to amend the Comprehensive Plan and rezone <br />approximately 15.02 acres, located at the northwest corner of the <br />intersection of 58th Avenue and the Main Relief Canal. <br />The request involves changing the land use designation from M-1, <br />Medium -Density Residential -1 (up to 8 units/acre), to C/I, <br />Commercial/ Industrial Node, and rezoning the property from A-1, <br />Agricultural District (up to 1 unit/5 acres) to CG, General <br />Commercial District. The purpose of this request is to secure the <br />necessary land use designation and zoning to develop the property <br />with commercial uses. <br />On September=26, 1996, the Planning and Zoning Commission voted 4-1 <br />to recommend that the Board of County Commissioners transmit the <br />proposed land use amendment to the State Department of Community <br />Affairs (DCA) for their review. The Board of County Commissioners <br />is now to decide whether or not the subject request is to be <br />transmitted to DCA for their review. <br />Existing Land Use Pattern <br />The subject property consists of a citrus grove and is zoned A-1. <br />The subject property is bounded on the north by the public road <br />right-of-way for Lundberg Road. Land on the north side of that <br />right-of-way is zoned CG and consists of citrus groves and a wooded <br />area. A water tower is located in the southwest corner of the <br />wooded area. To the west, land is zoned RM -6 and contains a <br />correctional officer training center. West of that is the Indian <br />River County campus of Indian River Community College. The subject <br />property is bounded on the south by the Main Relief Canal. South <br />of that canal, land is zoned A-1 and contains citrus groves. The <br />subject property is bounded on the east by 58th Avenue. East of <br />the site, across 58th Avenue, land is zoned CG and contains an <br />electrical sub -station. <br />Future Land Use Pattern <br />The subject property and property to the west are designated M-1, <br />Medium -Density Residential -1, on the county future land use map. <br />The M-1 designation permits residential densities up to 8 <br />units/acre. Land south of the subject property, across the Main <br />Relief Canal, is designated AG -1, Agricultural -1. The AG -1 <br />designation permits agricultural uses and residential uses with <br />densities up to 1 unit/5 acres. Properties to the north of the <br />site, and east of the site (across 58th Avenue) are designated C/I, <br />Commercial/ Industrial Node, which permits commercial and industrial <br />zoning designations. <br />Environment <br />The subject property is currently used for agricultural purposes, <br />being a citrus grove. No wetlands or native upland plant <br />communities exist on site. The subject property is within an "AE" <br />100 year floodplain, with a minimum base flood elevation <br />requirement of 21 feet NGVD for the eastern portion of the site and <br />22 feet NGVD for the western portion of the site. <br />Utilities and Services <br />The site is within the Urban Service Area of the county. <br />Wastewater service is available to the site from the West Regional <br />Wastewater Treatment Plant. Centralized potable water service is <br />available to the site from the South County Reverse Osmosis Plant. <br />Transportation System <br />Abutting the site on the east is 58th Avenue. Classified as an <br />urban principal arterial on the future roadway thoroughfare plan <br />map, 58th Avenue is a two lane road with approximately 100 feet of <br />public road right-of-way.
