r <br />BOOK 39 F-aE X17 <br />PLAN AMENDMENT NUMBER: LUDA 96-07-0232 <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their regular <br />meeting of November 12, 1996. <br />DESCRIPTION AND CONDITIONS <br />This request involves both a land use designation amendment and a <br />rezoning. The land use designation amendment involves <br />redesignating approximately 15.2 acres from L-1, Low -Density <br />Residential -1 (up to 3 units/acre) to M-1, Medium -Density <br />Residential -1 (up to 8 units/acre). The rezoning request involves <br />changing ±30.3 acres, consisting of the ±15.2 acres to be <br />redesignated and the adjacent ±15.1 acres to the east, from A-1, <br />Agricultural District (up to 1 unit/5 acres) to RMH-8, Mobile Home <br />Residential District (up to 8 units/acre). The subject property is <br />located on the north side of 26th Street, approximately a quarter <br />mile east of 74th Avenue. The purpose of this request is to secure <br />the land use designation and zoning necessary to develop the site <br />as a mobile home park. <br />On September 26, 1996, the Planning and Zoning Commission voted 5-1 <br />to recommend that the Board of County Commissioners transmit the <br />proposed land use amendment to the State Department of Community <br />Affairs (DCA) for their review. The Board of County Commissioners <br />is now to decide whether or not the subject request is to be <br />transmitted to DCA for their review. <br />Existing Land Use Pattern <br />The t30.3 acre tract and land to the north consist of citrus groves <br />and are zoned A-1. A portion of the land to the north of the <br />subject property is owned and used by the Kerr Center for <br />Sustainable Agriculture, an agricultural research facility. Land <br />to the east, west and south of the subject site is zoned RMH-8 and <br />is part of the Village Green Mobile Home Park. Mobile home <br />residences exist to the west and south of the ±30.3 acre tract, <br />while land to the east of that tract is used by the mobile home <br />park for storage and maintenance. <br />Future Land Use Pattern <br />The west ±15.2 acres of the ±30.3 acre tract are designated L-1 on <br />the county future land use map. The L-1 designation permits <br />residential uses with densities up to 3 units/acre. The east ±15.1 <br />acres of the ±30.3 acre tract are designated M-1 on the county <br />future land use map. The M-1 designation permits residential uses <br />with densities up to 8 units/acre. The ±30.3 acre tract is bounded <br />on the north by L-1 designated land and on the east, west and south <br />by M-1 designated land. <br />Environment <br />Being a site that has been cleared for agriculture, the subject <br />property is not designated as environmentally important or <br />environmentally sensitive by the comprehensive plan. No wetlands <br />or native upland plant communities exist on site. According to <br />Flood Insurance Rating Maps, the subject property does not contain <br />any flood hazard areas. <br />Utilities and Services <br />The site is within the Urban Service Area of the county. <br />Wastewater service is available to the site from the West Regional <br />Wastewater Treatment Plant, while potable water service is <br />available to the site from the South County Reverse Osmosis Plant. <br />Transportation System <br />The property's south boundary abuts 26th Street. Classified as a <br />collector road on the future roadway thoroughfare plan map, this <br />segment of 26th Street is a 2 -lane unpaved road with approximately <br />30 feet of existing public road right-of-way. This portion of 26th <br />Street is programmed for paving and for expansion to 60 feet of <br />public road right-of-way by 1998. <br />NOVEMBER 12, 1996 52 <br />M <br />
