peak hour and affecting the peak direction of impacted roadways. <br />According to ITE, the proposed use generates more volume in the <br />p.m. peak hour than in the a.m. peak hour. Therefore, the p.m. <br />peak hour was used in the transportation concurrency analysis. The <br />peak direction during the p.m. peak hour on SR 60 is westbound. <br />Given those conditions, the number of peak hour/peak season/peak <br />direction trips that would be generated by the most intense use of <br />the subject property under the existing land use designation was <br />calculated to be 87. This was determined by multiplying the total <br />number of units allowed (166) under the existing land use <br />designation by ITE's factor of 1.01 P.M. peak hour trips/unit, to <br />determine the total number of trips generated. Of these trips, 65% <br />(109) will be inbound and 351k (58) will be outbound. Of the <br />inbound trips, 80% or 87 will be westbound. <br />To determine the number of peak hour/peak season/peak direction <br />trips that would be generated by the most intense use of the <br />subject property under the proposed land use designation, the total <br />number of units allowed under the proposed amendment (242) was <br />multiplied by ITE's factor of 1.01 p.m. peak hour trips/unit to <br />determine the total number of trips generated (244). Of these <br />trips, 65% (159) will be inbound and 35% (85) will be outbound. Of <br />the inbound trips, 80% or 127 will be westbound. Therefore, the <br />most intense use of the subject property under the proposed land <br />use designation would generate 40 (127 - 87 = 40) more peak <br />hour/peak season/peak direction trips than the 87 that would be <br />generated by the most intense use of the subject property under the <br />existing land use designation. <br />Using a modified gravity model and a hand assignment, the peak <br />hour/peak season/peak direction trips generated by the proposed use <br />were then assigned to impacted roads on the network. Impacted <br />roads are defined in section 910.09(4)(b)3 of the county's LDRs as <br />roadway segments which receive five percent (5%) or more of the <br />project traffic or fifty (50) or more of the project trips, <br />whichever is less. <br />Capacities for all roadway segments in Indian River County are <br />calculated and updated annually, utilizing the latest and best <br />available peak season traffic characteristics and applying Appendix <br />G methodology as set forth in the Florida Department of <br />Transportation Level of Service Manual. Available capacity is the <br />total capacity less existing and committed (vested) traffic <br />volumes; this is updated daily based upon vesting associated with <br />project approvals. <br />Based on the modified gravity model and the hand assignment, the <br />roadway segment on the county roadway concurrency network that is <br />most impacted by residential development on the subject property is <br />SR 60, from 66th Avenue to 82nd Avenue. That segment will receive <br />17 of the 127 peak hour/peak season/peak direction trips generated. <br />The traffic capacity for the segment of SR 60 most impacted by this <br />request is 3,110 trips (peak hour/peak season/peak direction) at <br />Level of Service (LOS) "D", while the Total segment Demand <br />(existing traffic volume + vested traffic volume) on that segment <br />of SR 60 is 2,065 trips (peak hour/peak season/peak direction). <br />The additional 17 peak hour/peak season/peak direction trips <br />created by the most intense use of the subject property under the <br />proposed amendment would increase the total peak hour/peak <br />season/peak direction trips for that segment of SR 60 to <br />approximately 2,082. <br />Based on the above analysis, staff determined that SR 60 and all <br />other impacted roads can accommodate the additional trips without <br />decreasing their existing levels of service. <br />The table below identifies each of the impacted roadway segments <br />associated with the proposed land use designation.
