The location of the site, near 3 major roads, indicates that <br />the transportation demands of urban scale development on the <br />site can be met. <br />4. The site is within 2 miles of 2 major commercial/industrial <br />nodes. <br />5. The site is bounded on 3 sides by land currently designated M- <br />l. <br />Since the site is suitable for urban scale development and <br />intensities, the proposed amendment is consistent with Future Land <br />Use Element Policy 1.13. <br />- Future Land Use Element Objective 4 <br />Future Land Use Element Objective 4 states that the county will <br />reduce the number and length of trips on county roads by <br />implementing a land use pattern which places residential areas near <br />commercial and employment areas. <br />The site is located near several employment centers, including the <br />Vero Beach Municipal Airport, Dodgertown, the SR 60/I-95 <br />Commercial/Industrial Node, and the SR 60/58th Avenue <br />Commercial/ Industrial Node. Since those nodes are 2 of the <br />county's fastest developing nodes, they will soon become 2 of the <br />county's largest employment centers. Most people who will work in <br />those nodes will live in moderately -priced medium -density housing. <br />The proposed amendment places land designated for medium -density <br />residential uses near those nodes. Therefore, the proposed <br />amendment will increase the opportunity for people who work in <br />those nodes to live near their job, thus reducing the length of <br />their trips to and from work. For this reason, the proposed <br />amendment implements Future Land Use Element Objective 4. <br />Future Land Use Element Policy 4.1 <br />Future Land Use Element Policy 4.1 states that land use categories <br />shall be designated in a manner which concentrates urban uses, <br />thereby discouraging urban sprawl. <br />By increasing the density of land currently within the urban <br />service area, as opposed to expanding the urban service area, the <br />proposed amendment concentrates growth in the area designated for <br />urban uses. For this reason, the proposed amendment is consistent <br />with Future Land Use Element Policy 4.1. <br />Future Land Use Element Policies 2.5 and 4.4 <br />Future Land Use Element Policies 2.5 and 4.4 state that the county <br />will encourage and direct growth into the urban service area and <br />areas near urban centers. Since the proposed amendment would allow <br />and encourage more development on the subject property, and the <br />subject property is within the urban service area and near an urban <br />center, the request implements Future Land Use Element Policies 2.5 <br />and 4.4. <br />- Economic Development Element Policies 8.1 and 8.5 <br />Economic Development Element Policies 8.1 and 8.5 address the use <br />of incentives, including increased densities, to reduce the cost <br />per housing unit and to encourage the provision of affordable <br />housing. By allowing increased density on the subject property, <br />the request would implement Economic Development Element Policies <br />8.1 and 8.5. <br />- Mass Transit Element Policy 1.2 <br />Mass Transit Element Policy 1.2 states that the county will, <br />through the future land use element, provide higher densities along <br />major transportation corridors in order to facilitate future mass <br />transit provision. Since the proposed amendment will increase the <br />allowed density along and near several major transportation <br />corridors, this request is consistent with Mass Transit Element <br />Policy 1.2. <br />NOVEMBER 12, 1996 60 <br />
