Board of County Commissioners Meeting Minutes - Final February 25, 2025 <br />Attachments: Staff Report <br />Zoning Map <br />Future Land Use Map <br />Rezoning Application <br />Ordinance <br />Chairman Flescher introduced the parties for the proceeding as being Schwerin <br />Realty Corp. (Applicant) and Indian River County. <br />Each Commissioner, as requested by the Chairman, disclosed ex parte <br />communications, site visits, or independent investigations. The Commissioners <br />also affirmed that they have an open mind and can base their decisions on the <br />evidence presented and the applicable law. The Chairman opened the public <br />hearing, and the Deputy Clerk administered the Oath to all persons who wished <br />to speak. <br />Cindy Thurman, Senior Planner with Long Range Planning, presented staffs <br />analysis and recommendation for the request to rezone the Applicant's parcel <br />from CG, General Commercial District, to MED, Medical District. The <br />presentation displayed zoning maps and analyzed the request to ensure it was <br />consistent with Future Land Use Designations and met criteria under Section <br />902.12(3). Staff concluded that the request was consistent with the <br />Comprehensive Plan and Land Development Regulations, and compatible with <br />the surrounding area. Staff recommended approval of the request, and noted that <br />the Planning and Zoning Commission (PZC) approved the request at their <br />September 12, 2024 meeting. <br />Commissioner Moss read into the record a statement from the traffic study which <br />projected a decrease in traffic with the zoning change. Chris Balter, Planning and <br />Development Services Director, explained the request was a down -zoning, noting <br />that medical zoning disallowed more intense commercial uses. <br />Rebecca Grohol, MBV Engineering, was present on behalf of the Applicant. <br />Tom Sullivan, County resident, discussed the methodology behind traffic studies <br />and the pace of development. Administrator Titkanich offered clarification of <br />some statements. <br />Commissioner Moss requested information regarding the triggers for a traffic <br />study. Joseph DeFonzo, County Engineer, explained the requirements of a signal <br />warrant analysis, and the type of signaling at 41st Street and US Highway 1. <br />Administrator Titkanich and Mr. DeFonzo entered into discussion regarding the <br />Indian River County, Florida Pelle 9 <br />
