Titkanich, Jr., County Administrator <br />Kylie Yanchula, Natural Resources Director <br />FROM: Melissa Meisenburg, Sr. Lagoon Environmental Specialist <br />DATE: March 5, 2025 <br />SUBJECT: Indian River County and Sea & Shoreline, LLC Contractual Agreement for the <br />National Oceanic and Atmospheric Administration Transformational Habitat <br />Restoration Grant through the Indian River Lagoon Council <br />BACKGROUND <br />On December 3, 2024, the Board of County Commissioners (Board) voted unanimously to approve <br />the Cost -Share Agreement between the Indian River Lagoon Council (IRLNEP) and Indian River <br />County (IRC) for the National Oceanic and Atmospheric Administration (NOAA) Transformational <br />Habitat Restoration Grant. IRC's seagrass projects were developed in partnership with Sea & <br />Shoreline, LLC, a member of the IRLNEP's Seagrass Consortium. The proposed contract formalizes <br />the services Sea & Shoreline will perform for the County under the NOAA Transformational Habitat <br />Grant. The County will pay Sea & Shoreline for the project costs and then seek reimbursement <br />through the IRLNEP. <br />BUDGETARY IMPACT <br />IRC is responsible for paying Sea & Shoreline, LLC for the planting, maintenance, and monitoring of <br />22.8 acres of seagrass in the projected amount of $1,073,506 over a 3 -year period. The funds <br />expended will be reimbursed through the IRLNEP Cost -Share Agreement authorized by the Board <br />on December 3, 2024. Funding for this initiative will be made available in the Lagoon Division <br />Budget, under Other Professional Services (00128337-033190).
