Proclamation <br />HONORING DR. DAVID K. MOORE FOR OUTSTANDING LEADERSHIP <br />AND ACHIEVEMENT IN EDUCATION <br />-Whereas, we proudly recognize Dr. David K. Moore for his exceptional leadership, culminating in his <br />selection as the 2025 Florida Superintendent of the Year, a 2025 National Superintendent of the Year Finalist, <br />and the 2024 Consortium of Florida Education Foundations (CFEF) STAR Superintendent; and <br />-Whereas, under Dr. Moore's leadership, the Indian River County School District has achieved <br />unprecedented academic growth, rising from 38th to 9th place in state rankings, with students consistently <br />outperforming state assessment averages and 95% of schools earning an "A" grade in the 2023-2024 school <br />year; and <br />Whereas, Dr. Moore's commitment to student success has resulted in a 96% high school graduation <br />rate, ranking 4th in Florida, while his sound fiscal management has transformed the District's financial health, <br />yielding $4.5 million in cost savings and securing critical resources for educators and students; and <br />"Whereas, through strategic decisions, he has strengthened instructional quality, and established the <br />District's first direct support organization, ensuring sustained community investment in education; and <br />-Whereas, Dr. Moore's visionary leadership and dedication to educational excellence have earned <br />national recognition, inspiring positive change in our county and setting a standard of success for districts <br />across Florida and beyond; <br />Now, 'therefore, be it Procfaimed by the Board of County Commissioners of Indian <br />River County,-0arida, we recognize Dr. Moore's transformative impact on public education and <br />expresses our gratitude for his unwavering commitment to excellence. <br />Adopted this 11th day of March 2025.
