He mentioned that new developments had notably affected traffic patterns, <br />which caused many projects to be scaled back. According to Mr. Balter, traffic <br />studies followed established guidelines typically executed by independent traffic <br />consultants. <br />Commissioner Earman raised concerns about potential traffic problems stemming <br />from the new Emerson Oaks development near the intersection of Oslo Road and <br />43rd Street. He pointed out that the area already experienced heavy traffic and <br />expressed worries that 43rd Street might be nearing capacity. County Administrator <br />John Titkanich clarified that the Board was not approving a new development but <br />ratifying a revised agreement reducing the originally authorized units from 288 to 201, <br />alongside necessary infrastructure improvements. <br />Public Works Director Addie Javed noted that while many units had been built in <br />2004, the current proposal would result in a lower count. This suggested that the <br />existing infrastructure could accommodate the traffic from the new development. <br />Vice Chairman Loar addressed flooding concerns, explaining that current regulations <br />mandated effective stormwater management. He highlighted that traffic studies <br />conducted by recognized engineers helped ensure objectivity.
