RESOLUTION NO. 2025- 021 <br />A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF INDIAN <br />RIVER COUNTY, FLORIDA, APPROVING A TWO-YEAR LEASE WITH THE <br />SENIOR RESOURCE ASSOCIATION, INC., A FLORIDA NON-PROFIT <br />CORPORATION. <br />WHEREAS, the Senior Resource Association, Inc. ("SRA") is a Florida not for profit <br />corporation organized exclusively for religious, charitable, scientific, literary, and educational <br />purposes within the meaning of Section 501(c)(3) of the Internal Revenue Code of 1986; and <br />WHEREAS, the SRA and Indian River County have agreed on a lease on 1.16 acres of property <br />at for the purpose of using and improving upon the land for the purpose of storing, maintaining, <br />and operating its fleet of buses for a two (2) year term at an annual rate of One Dollar ($1.00) per <br />year commencing on July 1, 2025; and <br />WHEREAS, The Senior Resource Association is the Community Transportation Coordinator <br />(CTC) and Transit Service Provider for Indian River County. The SRA operates a fixed route bus <br />system serving the citizens of Indian River County utilizing over 50 buses. Most of the buses <br />operated by the SRA are titled to Indian River County as the owner of the vehicles. The operation <br />of the buses for the citizens of Indian River County serves a valuable public purpose; and <br />WHEREAS, The SRA's transit system, the GoLine, has steadily increased in ridership, popularity <br />and size, necessitating construction of a main transit hub facility to accommodate passengers and <br />the buses for the various routes; and <br />WHREAS, Effective April 16, 2013, the City of Vero Beach and the County entered into a ground <br />Lease Agreement ("Ground Lease") to provide for a site for the construction of a main transit hub <br />facility on 1.6 acres of City owned land located at 1225'16 1h Street, Vero Beach, FL; and <br />WHEAREAS, The Indian River Transit Main Hub ("Main Hub") is now in use. The Main Hub <br />includes a 1,000 square foot building, parking lot, covered walkways, covered waiting area and <br />restrooms. The Main Hub was built using grant funds and will continue to be considered a County <br />owned improvement on City owned property; and <br />WHEREAS, The County and SRA now desire to enter into a Sublease Agreement with a two- <br />year term that will allow the SRA to utilize the Main Hub for passenger operations. <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, that, pursuant to the <br />authority of Florida Statutes section 125.38, and in accordance with the application made by the <br />Senior Resource Association, the Board of County Commissioners hereby approves and <br />authorizes the Chairman to execute a Lease between the Board of County Commissioners of <br />Indian River County, Florida, and the Senior Resource Association of Indian River County, <br />Florida, Inc. <br />
