Lieske, Director of Utility Services <br />Prepared by: Richard Meckes, Utilities Operations Manager <br />Subject: Change Order #2 to TLC Diversified, Inc., for the South Water Treatment Plant (S WTP) <br />Membrane and Retrofit Project <br />Background/Analysis: <br />On June 15, 2021, the Board of County Commissioners (BCC) awarded the bid to TLC Diversified (TLC) for <br />the South Water Treatment Plant (SWTP) Membrane and Retrofit Project. During the construction phase of <br />this project, staff was made aware of deficiencies related to components of the treatment plant that were <br />not originally part of the project. The components that are deficient are three (3) malfunctioning 14 -inch <br />valves and a leaking 18 inch transfer pipe. The County's Engineer of Record on the project, Kimley-Horn and <br />Associates (KHA), recommended replacement of the deficient components to ensure they are updated <br />along with the rest of the upgrades to the plant. <br />To accomplish the replacement of the three (3) malfunctioning 14 -inch valves that are beyond their useful <br />life, and to make the emergency repair the leaking 18 -inch transfer pipe the contractor will install two (2) <br />line stops that will be required on the existing high service pump suction line. The line stops on the 14 -inch <br />line and the 30 -inch high service pump suction line are required to ensure that the S WTP can remain in <br />service during the construction and replacement of the malfunctioning 14 -inch valves. The removal of <br />buried concrete vault that is in conflict with the 30 -inch line will also take place. <br />Funding: <br />Funds in the amount of $147,078.60 are required for this change order and the expense will be reflected <br />in the Utilities/WIP/South WTP Membrane and Retrofit account number 471-169000-19503.
