He thought it should be reviewed. <br />OBJECTIVE 1 HOUSING AFFORDABILITY <br />By 1990, Indian River County shall secure the means to -reduce the <br />cost of housing development and construction to ensure that <br />affordable housing is available to the 60% of county households in <br />the very low, low, and moderate income groups. <br />POLICY 1.1: All codes, ordinances, regulations, policies and <br />procedures regarding residential development review and <br />construction shall be reviewed to determine their impact on <br />housing development costs. Those components which <br />unnecessarily increase the cost of housing without impairing <br />the health, sanitation, fire safety, structural integrity and <br />maintenance requirements shall be eliminated. This review <br />will focus on zoning district size and dimensional criteria, <br />mandated infrastructure improvements, and review processing <br />time. This review will be conducted as part of the land <br />development regulation update to be completed by September 1, <br />1990. <br />Director Keating advised that in order to qualify for SHIP <br />funds, staff actually had to do a Housing Incentive Plan and that <br />in that process they had looked closely at impact fees. He <br />apprised the Board that impact fees cannot. be waived for a <br />particular project.
