Shuler, County Attorney <br />DATE: June 3.0,, 2025 <br />Indian River County <br />Administration Complex <br />1801 27th Street <br />Vero Beach, Florida 32960 <br />Indian.river.gov <br />Meeting Date: 7/9/2025 <br />SUBJECT: Initial Assessment Resolution for Solid Waste Collection Services <br />BACKGROUND <br />On July 1, 2025, the Board of County Commissioners.("Board") adopted a new .master ordinance to create, <br />levy, and collect special assessments: The first -step in the process of creating a new service municipal service <br />benefit'unit, otherwise known as a special assessment, is for the Board to adopt an Initial Assessment <br />Resolution ("IAR''). <br />This LAR is to create a new solid waste special assessment to fund universal curbside collection services for <br />residential properties in the unincorporated area. The special assessment will fund garbage, weekly carted yard <br />waste, and weekly limited bulk collection. The estimated rate of assessment is $181.70 for each dwelling unit <br />for the fiscal year of 2025-2026. Upon approval, this IAR will direct the County Administrator to prepare an <br />assessment roll, schedule a final public hearing, and provide for public notice of the hearing. <br />ANALYSIS <br />N/A <br />BUDGETARY IMPACT <br />The estimated solid waste cost to be assessed and apportioned among,residential properties for the fiscal year <br />beginning October 1, 2025, is $9,266,700. <br />PREVIOUS BOARD ACTIONS <br />N/A <br />POTENTIAL FUTURE BOARD ACTIONS <br />To fully adopt this new solid waste special assessment, the Board will need to approve a Final Assessment <br />Resolution, which will be considered during a final hearing on September 10, 2025. <br />STRATEGIC PLAN ALIGNMENT <br />N/A <br />Indian River County, Florida Page 1 6i 2 Printed on 7/9/2025 <br />Powered by Legistar1°' <br />
