He noted that the Life <br />for Youth Ranch is outside the urban service area, which is another <br />reason why we need to write an ordinance. He emphasized that there <br />is no way 300 -ft. towers can be erected and not be visible from <br />somewhere. <br />Deputy County Attorney Will Collins advised that these issues <br />have been wrestled with by the Professional Services Advisory <br />Committee and the industry and by the Planning & Zoning Commission <br />and the industry and they do have a draft ordinance that addresses <br />many of these same concerns. He felt that another workshop,would <br />give the opportunity to look at the work that already has been <br />done, and then tweak it and give Director Keating feedback on what <br />the Board wants to see changed. He felt that it would be a good <br />starting point in moving forward. <br />The Board indicated their agreement about receiving <br />information back from the carriers on what their needs are for the <br />next 5 years before attempting to write an ordinance. They all <br />agreed that they would like to see the fewest number of taller <br />towers possible. <br />Commissioner Macht asked if the ordinance could say that <br />towers will be made lower if they are not used, and Mr. Hertz of <br />AT&T Wireless explained that would depend on the type of tower. A <br />self -supported tower could be decreased in height and then made <br />taller again after getting the Board's approval. <br />Jim Randall of AT&T Wireless confirmed that tower heights <br />could be decreased and gave a very technical explanation of co - <br />location positions on towers. <br />Chairman Adams asked if staff had enough direction, and <br />Director Keating asked if the Board wants to hold another workshop <br />or address this at another Board meeting. <br />Bruce Barkett also suggested another workshop be held before <br />preparing an ordinance. <br />Sheri Brower, representing Amateur Radio, realized that they <br />are excluded from the moratorium, but advised that they would bring <br />41 <br />NOVEMBER 13, 1996 <br />500K 99 F'�u 850 <br />
