Titkanich, Jr., County Administrator <br />David Johnson, Director of Emergency Services <br />FROM: Ryan Lloyd, Deputy Director of Emergency Services <br />Department of Emergency Services <br />DATE: July 1, 2025 <br />Indian River County <br />Administration Complex <br />1801 27th Street <br />Vero Beach, Florida 32960 <br />indianriver.gov <br />Meeting Date: 7/15/2025 <br />SUBJECT: Acceptance and Approval of Expenditures for Emergency Management Preparedness <br />Assistance (EMPA) State -Funded Subgrant Agreement # A0435 <br />BACKGROUND <br />Each year, the Florida Division of Emergency Management, through the executive office of the Governor, <br />administers the Emergency Management Preparedness Assistance Grant (EMPA) Subgrant in support of each <br />Florida county following authorization under Chapter 252, Florida Statutes and State Rule Chapter 27P-19, <br />Florida Administrative Code. <br />ANALYSIS <br />The funding for the EMPA is used to enhance and improve emergency management mitigation, planning, <br />response and recovery directly affecting the lives and property of Indian River County residents and visitors. In <br />accordance with the Emergency Management 2021-2024 strategic plan, the items listed below will enhance the <br />ability of Emergency Management to adequately respond to and recover from disaster events required within <br />the EMPA scope of work and the County Comprehensive Emergency Management Plan as approved. <br />BUDGETARY IMPACT <br />This is a dollar for dollar state funded matching subgrant with Florida Division of Emergency Management. <br />The term of the agreement is from July 1, 2025 through June 30, 2026. The state recognizes line -item changes <br />may occur after execution of the contract (i.e. due to cost savings or reprioritization by the FDEM), with their <br />written approval. For these reasons, staff requests authorization to make these adjustments rather than return the <br />funding for reallocation to other counties. <br />The FY 2025/2026 EMPA grant is in the amount of $105,806 of which has been allocated for salary and <br />benefits. Funds will be available in the General Fund/EMPA Grant/Salaries and Benefits Accounts, number <br />00123825.
