Board of County Commissioners Meeting Minutes - Final July 9, 2025 <br />Attachments: Transportation <br />Administrator Titkanich provided an overview of the Transportation Budget, <br />highlighting the challenges related to rising costs, particularly in retirement expenses. <br />Workers' Compensation costs were projected to increase by $55,306 or 13.5%. <br />Along with retirement costs $15,801 or 1.1 %. <br />The Gas Tax Revenue stood at $2, 656,000, showing a decline of about 1.1% or <br />$29,000. <br />Transfers from the General Fund and MSTU fund accounted for 77.2% of the total <br />revenue and were expected to increase by $1,028,839, or 5.1%. Funded expenses <br />covered essential areas, including Road and Bridge maintenance, Public Works, <br />County Engineering, Traffic Engineering, and Stormwater Management. <br />Collaborating closely with various departments, the total funding allocated for all <br />transportation -related departments was projected to decrease from $27,091,654 to <br />$25,254,518, marking a reduction of $1.837,136 or 6.8%. <br />9. EMERGENCY SERVICES DISTRICT <br />114-120 FIRE RESCUE <br />114-240 LIFE SAFETY <br />25-0725 <br />Attachments: Emergency Services <br />Administrator Titkanich reviewed the Emergency Services District (ESD), noting an <br />8.6% increase in the ad valorem tax, which was projected to raise $4,627,408 with a <br />millage rate remaining at 2.353 1, unchanged for the fifth consecutive year. Three new <br />Captain positions at $372,997 were being funded mainly through a Core Grant for the <br />first two years, while retirement contributions to the Florida Retirement System (FRS) <br />were expected to rise by $1,509,544, or 15.2%. <br />The overall budget decreased by 11.9%, with salaries and benefits set to increase by <br />6.5% and 9.4%, respectively. Capital expenditure dropped significantly by 80.1%, <br />though $3,758,153 was still allocated for projects. The total Fire Rescue budget <br />decreased from $83,019,519 to $73,051,810. <br />10.
