Board of Commissioners Solid Waste Disposal District Meeting Minutes - Final July 9, 2025 <br />1. COUNTY ATTORNEY & SOLID WASTE DISPOSAL DISTRICT MATTERS <br />2.A. 25-0709 Initial Assessment Resolution for Solid Waste Collection Services <br />Recommended action: Staff recommends that the Board approve the Initial Assessment Resolution for Solid <br />Waste Collection Services. <br />Attachments: Initial Assessment Resolution for Solid Waste Universal Collection <br />County Attorney Jennifer Shuler stated that during the Budget Workshop meeting, the <br />rates for solid waste collection and disposal were discussed. It was worth noting that <br />the special assessment for solid waste collection was new and had not yet been <br />formally established. Although discussions had taken place, this marked the beginning <br />of the process of creating the special assessment under the new Master Assessment <br />Resolution. <br />The initial assessment Resolution outlined the special assessment, which would fund <br />weekly garbage collection, yard waste disposal, and limited bulk collection in the <br />unincorporated areas. The estimated rate was $181.70 per property. Once this <br />Resolution was approved, it instructed the County Administrator to prepare the <br />assessment roll, schedule a final public hearing, and ensure that the public was notified <br />of that hearing. Most residents had received this notice through their trim notice. <br />A motion was made by Commissioner Adams, seconded by Chairman Flescher, <br />to approve staffs recommendation and Resolution 2025-030, relating to the <br />management and collection of solid waste in the Indian River County Solid <br />Waste Collection Municipal Service Benefit Unit, consisting of the unincorporated <br />area of the County; providing authority, purpose, definitions, and certain <br />legislative findings; creating the Indian River County Municipal Service Benefit <br />Unit for Solid Waste Collection Services; describing the method of assessing the <br />solid waste cost against residential property located within the Solid Waste <br />Collection MSBU; determining the solid waste cost and the initial solid waste <br />collection assessments; directing the preparation of an assessment roll; <br />authorizing a public hearing and directing the provision of notice thereof; and <br />providing an effective date. The motion carried by the following vote: <br />Aye: 4- Chairman Flescher, Vice Chairman Loar, Commissioner Adams, and Commissioner <br />Earman <br />Nay: 1- Commissioner Moss <br />3.
