Sanitary Sewer Sub -Element <br />Indian River County's third major Element is comprised of five (5) sub -elements, which altogether are <br />commonly referred to as an Infrastructure Element. The purpose of the Infrastructure Element is to <br />ensure the availability of wastewater, potable water, solid waste, natural groundwater, and stormwater <br />facilities to meet the existing and projected demands within the County. The Infrastructure Element <br />establishes level of service standards and aims to effectively manage growth and maintain environmental <br />quality while providing safe and adequate facilities for residents and visitors. The first sub -element of <br />the Infrastructure Element is the Sanitary Wewer sub -element. <br />A summary of the changes that are proposed for the Sanitary Sewer Sub -Element are as follows: <br />0 Revise or remove outdated GOPs, such as Policy 1.6 which is not in alignment with the most <br />recent Health Department regulations and Objective 4 which must comply with 62-600.520 FAC <br />0 Remove redundant Policies and simplify Policies that provide detailed information which could <br />be handled in a separate policy document or the County's Code, as appropriate <br />0 Establish prioritization for providing sanitary sewer service <br />These recommended changes are important to protect the built and natural environment in the County, <br />to update policies to modem standards, and to establish regulations for emergency situations. They are: <br />Goal: Indian River County shall have an efficient system of sanitary sewer disposal that prevents <br />degradation of existing resources, promotes orderly growth and development, optimizes operation, and <br />meets existing and projected demands. <br />Objective 1: Through the time horizon of the plan, the County will strive to maintain *efe—::itee <br />sufficient capacity in the regional sanitary sewer system to accommodate all new development within <br />the urban service area, including municipalities the County serves. <br />Policy Ll: New development within the ineef er-atea peffie„ of municipalities of Indian River <br />County shall be approved only when capacity is available, either on-site or off-site, to provide needed <br />sanitary sewer service. <br />Poliey 1.2! [This is not the County's responsibility, nor authority, to regulate] <br />Policy 1.5: The Planning r,;.,;i , as needed basis, shall County will provide summary reports <br />~+^ming capaeity and Bern ,^a i4ofmatien for each public wastewater treatment plant within the <br />eCounty service area as well as Daily Monitoring Reports as required by FDEP. <br />Policy 1.6: The County shall require mandatory connection to central sewer where available. Septic <br />tanks shall only be approved on a case-by-case basis.
