Potable Water Sub -Element <br />Indian River County's third major Element is comprised of five (5) sub -elements, which altogether are <br />commonly referred to as an Infrastructure Element. The purpose of the Infrastructure Element is to <br />ensure the availability of wastewater, potable water, solid waste, natural groundwater, and stormwater <br />facilities to meet the existing and projected demands within the County. The Infrastructure Element <br />establishes level of service standards and aims to effectively manage growth and maintain environmental <br />quality while providing safe and adequate facilities for residents and visitors. The second sub -element <br />of the Infrastructure Element is the Potable Water sub -element. <br />A summary of the changes that are proposed for the Potable Water Sub -Element are as follows: <br />0 Consider disallowing private potable water plants unless the County does not have sufficient <br />capacity <br />0 Remove the subsection discussing the Water Supply Plan from page 28-29 of the potable water <br />sub -element and replace it with a new objective (Objective 10) to establish a new Supply Plan <br />0 Move specific standards (e.g. minimum pressure requirements) to the County's code or an <br />appropriate engineering standards document <br />0 Simplify unnecessarily specific Policies, such as Policy 2.6, for which the recommendation <br />accomplishes the intent of the original Policy but streamlines the Policy for ease of understanding <br />as well as preventing or reducing future text amendments <br />0 Incorporate recommendations from the Water Management District as it relates to their review <br />of the County's Water Supply Plan <br />Potable water is a vital component of life, and Indian River County must ensure its potable water <br />regulations promote safe and clean systems accessible to all residents and visitors.
