Policy 2.1: in existing developments, the cou-PAy shall r-eeenstfuet existing drainage systems and fest <br />design capacity when read pa-ving is programmed tmder- the eounty's Petition Paving Program. Under <br />the County's Petition Paving Program, Stormwater Management Systems associated with the road shall <br />be repaired, reconstructed, or rehabilitated to meet LDR stormwater management facility design criteria. <br />Policy 2.2: By 29282040, to the maximum extent practical, all existing reconstructed roadways in the <br />eCounty shall be improved to meet the following level -of -service standard: <br />1. Minimum road crown elevation for existing roads shall be raised during resurfacing/rebuilding to the <br />flood elevation resulting from the 2-year/24-hour storm event on local streets. <br />2. The center two lanes of rebuilt roads shall be at or above flood levels resulting from a 10 year/24-hour <br />storm event on Arterial and, Collector and Thoroughfare Plan roads as defined by Land Development <br />Regulations Chapter 952 - Traffic. <br />Policy 2.2: By 2922040, all drainage basins within the eCounty shall meet a 10_year /24-hour storm <br />event level -of -service standard. <br />Policy 2.4: The eCounty shall require all new development sites to be designed with stormwater <br />management fetention systems capable of water quality treatment equal to ^^eenune ^+ M^ 1.25 timeF <br />the imper- .ieus surface area, ^r 01.5 inches times the project area, or greater as may be required by <br />SJRWMD. <br />Policy 2.5: By 2012, the eou-pAy will adopt a Stefmwater- Master- Plan. In developing the Stefmwater- <br />Mastei-7 Plan, the eounty will analyze eaeh basin in the uaineefpor-ated eeunty, identify existing eendifiens <br />and problems in eaeh basin, and identify pr-ejeeted growth in eaeh basin. As a fesult of that analysis-,4he <br />eetffAy will idenAify a design stofm par-anaeler-, disehafge fate, land use allowanee, and stfue <br />. . -nt plan for- eaeh basin. The county will eeer-dinate with the City of Sebastian and -A� <br />prioritize analysis of the afeas within and adjaeent to the St. Sebastian River- .
